Project History


In 1985, the Fire Underwriters conducted a survey and noted the need for a second fire station in Central Saanich. In 2002, Fire Underwriters conducted another survey which determined that the need for a second station exists and should be included in the District’s Strategic Planning Process. Key points to this survey were as follows:

From a fire fighting and life safety risk, the analysis indicated the community would be better served with two responding fire stations – one located in the current location, and the other located to the South to provide rapid response to the Brentwood Bay core and subdivisions, Keating Industrial Park and Butchart Gardens. A second fire station located at, or near the Keating Industrial Park or Brentwood Bay subdivisions, would take advantage of the fire fighters living in the Brentwood Bay area and provide a quick and more flexible response for the entire District;

Response accessibility throughout the District is affected by an incomplete network of roads;

Keating Industrial Park which requires rapid response does not have a good network of roads from the current fire station location;

Firefighter response distances within the community;

Accessibility difficulties due to steep, narrow windy roads and driveway grades in portions of the District;

Wild land interface exposures to building structures;

Accessibility difficulties to some areas due to the Pat Bay Highway; and commercial, industrial and residential growth requiring greater fire suppression resources;

A need for Fire Department operation improvements which include reduction in response distance, seismic stability of the fire hall and an emergency communications centre, and to address emergency communication concerns and fire department training needs (Central Saanich has no training facilities and must rely on outside agencies.)


The surveys indicated that to determine the location of a new Fire Hall, there are several considerations that should (and have since been) taken into account:

Fire Hazard potential;

Emergency Life Safety risk levels;

Location of Fire fighters (travel time to the fire hall);

Response accessibility through the District;

The type, frequency and severity of the call history;

Travel and distance times;

The ability for fire fighters to carry out training sessions; and

Reduction of all response times.

In 2006, the District, in relation to municipal facilities, commenced a strategic and coordinated process of issues/needs identification, public consultation, examination of options, financial / revenue source analysis and corporate prioritization. In November of 2006, the District convened a Facilities Charette to “vision” creative ideas about facilities options and to discuss and prioritize next steps and actions for the District. The principal outcomes of the Charette in relation to Fire Department facilities were:

The Main Fire Hall complex to be relocated to the Keating area so as to provide better coverage and response times, and possibly be co-located with the Police Department and the Public Works division either at the current Works Yard site, or in a more appropriate location in the Keating area;

A “satellite” Fire Station to be located in the Saanichton area, possibly at the site of the current Municipal Hall; and

“Public safety” to be the highest priority, meaning the structural integrity of the buildings housing the Fire, Police, and Public Works functions. Of paramount importance within this first priority is to address the Main Fire Hall issue.

Since the fall of 2007, the District has been engaged in an active facilities planning process focusing primarily on the highest “public safety” priority identified from the Charette - Fire Department facilities. Utilizing the services of Omicron Architecture Engineering Construction Ltd., the District has completed the following scope of work in 2007, 2008, and 2009:

Site redevelopment scenarios for both the Municipal Hall and Public Works yard sites;

Site review and analysis of several potential new Fire Hall building sites on Keating Cross Road, including the Public Works Yard site and Wallace Drive;

Site fit testing for building options for the Main Fire Hall;

Cost analysis of the two proposed new building options (including LEED Silver certification); and

Market value appraisal information for potential new building sites on Keating Cross Road.

In February 2008, Omicron produced anotherr Facilities Planning Process which focused on a site review and analysis of the Keating Cross Road and Public Works Yard sites and fit testing for the Fire Hall and Public Works requirements.

In October 2009, there was a Fire Station Location Review 
completed by Dave Mitchell and Associates Ltd. This review carefully examined all responses provided by the Central Saanich Volunteer Fire Department based on historical records from 2001 forward, to understand the ways in which responses are geographically distributed. This study makes it clear that there are three principal areas to which the fire department responds. The highest call volume location is Brentwood Bay, and responses to this area take much longer than recommended by established standards. The other two clusters of responses are the area around the current fire hall, which is well served, and the south-east corner of Central Saanich which is also well outside the response objectives. The recommendations from this study were as follows:

A two-hall model should be adopted;

Identified 3 potential sites; (not specific properties, but 3 specific areas);

Main Fire Hall should be in the Keating/West Saanich Area; and

Satellite Station should be in Saanichton.

After carefully considering all of the technical and financial information which had been developed over the course of two years, in late October 2009, the Municipal Council made a number of key decisions on a future direction and next steps to be taken in the District’s facilities planning process. Specifically, Council endorsed the concept of a two Fire Station model for the District of Central Saanich, with a new Main Fire Hall to be constructed in one of the preferred locations in the Keating area which had been recommended, and with a satellite Fire Station to be located at the site of the existing Central Saanich Municipal Hall.

In the late spring of 2010, the District of Central Saanich completed the schematic design of a new Central Saanich Main Fire Hall together with an initial stage “class D” construction cost estimate. At a Committee Meeting held on May 25, 2010, the architects for the new Main Fire Hall, Johnston Davidson Architecture & Planning Inc., made an information presentation to Council on the schematic design and cost estimate for the Fire Hall.

In August, the District of Central Saanich completed negotiations to acquire two adjacent lots located at 1498 and 1516 Keating Cross Road, close to the intersection of Keating Cross Road and West Saanich Road. This particular 3.89 acre site is one of the three sites which were identified in the fire hall location review. More details concerning the acquisition of the site are set out in Council’s
Rise and Report from the Special (Open) Council Meeting of August 23, 2010.

The District conducted a Public Information Meeting on Tuesday, September 21, 2010, at 6:30 p.m. This was to solicit public input and comments on the schematic design for the proposed New Main Fire Hall on the Keating Cross Road site. On October 4, 2010, Council considered a Staff Report on next steps, and gave approval to proceed with Phase 2 detailed design development, which is currently in progress.

The District is also in the process of actively exploring all viable revenue generating opportunities to assist in offsetting the cost of the fire hall project. This includes an identification of any District-owned lands that are considered surplus to the Municipality’s long-term needs, and which could potentially be offered for sale on the open market commencing in the fall. To this end, the District has identified a surplus 4.5 acre vacant parcel of municipally-owned land located in the 1700 block of Verling Avenue, which is currently zoned I-2 (Extraction Industrial).

A second Open House on the new Main Fire Hall was held on Tuesday, November 30 at 6:00 p.m. in the Fire Training Room. Johnston Davidson Architects and their engineering team were in attendance to provide another informal presentation on Phase 2, and to solicit comments, input and feedback as well as respond to questions that arose.

Following completion of Phase 2 detailed deign development and a Class “B” cost estimate, a Staff report concerning these matters, as well as reporting out on the November Open House and presenting recommendations on next steps, was considered at a Special Parks & Facilities Committee Meeting held on February 23, 2011. The following Committee recommendations were approved at the March 7, 2011 Regular Council Meeting:

Staff be instructed to prepare a Loan Authorization Bylaw for the project, as well as documentation to facilitate an alternative approval (counter-petition) process;

Council grant early approval of the Supplementary Budget Request included with the report, in order to proceed with the preparation of working drawings, the alternative approval process, and finalization of the environmental risk assessment and any further site remediation which may be required as a result of the assessment; and

Council confirm, for the purposes of preparation of working drawings, that the firehall be designed, constructed and certified to meet minimum criteria of LEED Canada Silver as per the District’s adopted “Municipal Green Building Policy”.

At the Regular Council Meeting on March 21, 2011, Council considered Central Saanich Firehall Loan Authorization Bylaw No. 1729, 2011 and gave three readings to the Bylaw.

On April 18, 2011, Council considered an Alternative Approval Process (AAP) report and directed Staff to proceed with the process in order to obtain the approval of the electors for the Bylaw. The AAP was conducted between April 27 and June 6, 2011, and the approval of the electors was ultimately obtained.

On May 11, 2011, an Open House was held at which the architect provided a presentation on the detailed project design, and responded to questions from the public. Numerous display boards and background materials were available for viewing.

Council adopted the Loan Authorization Bylaw on June 20, 2011. A rezoning application process is currently underway for the proposed site of the new main firehall (1512 Keating Cross Road).
