Rise and Report

Given at the May 3, 2010, Regular Council Meeting

RE: MOUNT NEWTON / SENANUS WATERLINE EXTENSION PROJECT


At the In Camera Special Council Meeting held on May 3, 2010, Council resolved as follows:

That:

a)

The District proceed with the Mt. Newton / Senanus waterline extension project on the basis of Scenario 3 (Domestic Water Supply with Immediate Fire Protection) as outlined in the “Northwest Quadrant Water Servicing Conceptual Design Report” prepared by Kerr Wood Leidal Associates;

b)

Prior to proceeding with the project, the District confirm that the Canada – British Columbia Municipal Rural Infrastructure Fund grant, which has been previously approved for this project, may be utilized to offset a portion of the costs of this enhanced project which will address both a pressing public health issue and provide full fire suppression capability;

c)

Council commence the necessary steps to effect the repeal of “Mt. Newton Cross Road / Senanus Drive Local Area Service Establishment Bylaw No. 1625, 2009” and undertake the project as a “District Project”, with the portion of the project cost not funded by the Canada - British Columbia Municipal Rural Infrastructure Fund grant to be funded through (a combination of) an allocation from the District’s Water Fund uncommitted reserve accounts and accumulated surplus, and external borrowing;

d)

Staff be requested to report back on potential repayment options, either to external borrowing sources or the District’s reserves, including such potential options as a general increase to the Water User rate, an annual repayment to Reserves, an area wide DCC, or a special connection charge for benefitting property owners;

e)

Staff and the District’s engineering consultants be requested to report back on the feasibility, implications and cost of including a sufficient agricultural irrigation capability into the project scope through such potential options as priority valves, booster pumps and increased pipe sizes;

f)

Staff be authorized to engage Kerr Wood Leidal to complete the necessary design for the enhanced project as proposed in Scenario 3 of the Northwest Quadrant Report , and upon completion of that process, proceed with tendering the project;

g)

Council refer, to the proposed Water Master Plan process as currently referenced in the District’s Strategic Plan, the following general policy to apply to all future waterline extension requests and proposed projects:

 

Ø

All future requested or proposed waterline extensions to service existing development be undertaken as “District projects”, as opposed to Local Area Service / Local Improvement projects. Further, these projects be prioritized as part of the Water Master Plan process or other long term (20 year) capital planning process, as is currently the practice for bike lane, sidewalk and pedestrian walkway projects;

 

Ø

For all waterline extensions required to service new developments and subdivisions, the applicant continue to be responsible for constructing the required infrastructure and all associated costs;

 

Ø

All future waterline extensions be built to provide a fire suppression capability to the recognized Fire Underwriter’s Survey Standard of 80L/s;

 

Ø

All waterline extensions be undertaken in compliance with the adopted policies and land use designations which are contained in the District’s Official Community Plan.

h)

Council “Rise and Report” on this motion at the Regular Council Meeting to be held on May 3, 2010, and consider third reading of “Mount Newton Cross Road / Senanus Drive Local Area Service Establishment Repeal Bylaw No. 1670, 2009” at the May 3, 2010 Meeting. [Note: Bylaw No. 1670 currently sits at second reading, which was given at the August 17, 2009 Special (Open) Council Meeting.]
