A building permit is required for... 

No person shall commence or continue any construction, alteration, reconstruction, demolition, removal, relocation, excavation or change the occupancy of a building without a building permit.

For example, a building permit would be required to install/construct:

  • a new single family dwelling;
  • a secondary suite within a single family dwelling;
  • new interior or exterior walls;
  • a wooden deck;
  • an accessory building; or,
  • wood burning appliances (permits issued by the Fire Department).

A permit is not required for such minor projects relating to:

  • Building maintenances such as painting, refacing cabinets, replacing flooring, roofing, material or existing windows. 
  • landscaping,
  • accessory buildings less than 10 square metres.

Information for application

Permit applications require the following:

Additional information may be required such as:

  • Owner's Authorization Letter (if owner has not signed the application form and wishes to allow another to apply for and receive the building permit)
  • Details of Covenants, Easements etc. registered on the Certificate of Title
  • Home Protection Office documents (HPO) (new SFD only);
  • Vancouver Island Health Authority (VIHA) approval (Septic system and wells)
  • Confirmation of Contractor Business Licence
  • Driveway Permit (Engineering Department)
  • Erosion District/Tree Removal permit (Engineering Department)
  • Blasting Permit (Engineering Department)

Permit fees
Building Permit $75 + 1.25% of the construction value 
(for construction values over $500 000, fee based on 1%)
Plan Processing Fee
Non-refundable 25% of building permit fee required at application. Processing fee put towards issued building permit fee.
Penalty Where work has started prior to issuance of a Building Permit, the fee shall be 1.5 times the building permit fee.
New SFD - Drainage/RWL $100 for drainage pipes and rain water leaders
Driveway Permit $100
Deposits $250 - required for construction values $5 000 - $24 999
$500 - required for construction value greater than $25 000
$500 - required for demolition permits
$250 - required for driveway permits
Development Cost
Charges
Additional costs may include Municipal and CRD DCC's which is based on the type and value of the development
Permit Renewal $75 if permit has lapsed, twenty four months after issued

Renew a building permit

Every permit is issued upon the condition that the permit shall expire and the rights of the owner under the permit shall terminate if the work authorized by the permit is not commenced within 12 months from the date of issuance of the permit or the work has not been completed within 24 months from the date of issuance of the permit.  A building official may extend the period of time noted above where construction has not been commenced or where construction has been discontinued due to adverse weather, strikes, material or labour shortages, or similar hardship beyond the owner's control. One renewal may be allowed for a fee of $75.00.  Further information is available from the Building Department at 544-4217.


  Plumbing Permits

If you are adding or relocating existing plumbing fixtures, replacing drain tile or installing an irrigation system or inground pool, a plumbing permit would be required.  Specific questions should be directed to the Inspections Department at 544-4217, but you may find Permit Fees and application forms on the Building Inspections page.



Wood-burning Appliances

Permits are required for the installation of any wood burning appliances, a manufactured metal chimney or the construction of any new masonry chimney.  Applications and inspections must be arranged through the Fire Department (544-4226).  Approvals on existing appliances may be hard to obtain as regulations and standards have changed over the years, and permits and inspections must be reviewed under the applicable rules today.  To obtain an inspection of an existing appliance, you may wish to contact a WETT certified installer.  The following sites may be useful to you.

Board of Variance

The Board of Variance sits once a month and reviews applications to vary the Land Use Bylaw for such requirements as siting and lot coverage.  A Board of Variance Guide is available and provides complete information on this process.  You will be required to submit a Board of Variance Application in conjunction with your site plan and drawings.
