You can save money and improve home comfort! Our new Oil to Heat Pump Financing program enables Central Saanich homeowners to fund up to $12,000 of the cost of getting off oil heating through an interest free loan repaid on property tax bills over 10 years. Plus, you can take advantage of other rebates available right now.
Converting to an electric heat pump helps our community reduce greenhouse gas emissions, reduces the risk of oil spills and introduces cooling power to your living space in the face of longer, hotter summers!
“By enabling homeowners to make the switch, we will reduce carbon-intensive energy consumption and associated greenhouse gas emissions in our community,” said Central Saanich Mayor Ryan Windsor. “It will also decrease home energy bills for participating homeowners, which can be put towards repaying the loan.” The program will also help increase resilience against future climate impacts, since heat pumps are able to heat and cool homes and can therefore handle the hotter summers anticipated for southern Vancouver Island.
Climate action is one of Central Saanich Council’s key strategic priorities for 2022. The financing program will help support the community’s two key climate action goals enshrined in the Climate Leadership Plan: 100% GHG emission reductions relative to 2007 by 2050 and 100% renewable energy community wide by 2050. A critical pathway needed to meet these goals is to develop and implement energy improvement projects in homes and businesses, such as helping to support the conversion of oil heated homes to electric heat pumps for residents as part of this program.

The District secured a grant of $500,000 from the Federation of Canadian Municipalities’ (FCM) Green Municipal Fund to implement a financing pilot program to make the upfront cost of converting existing oil heating systems to electric heat pump systems more attainable for homeowners. The program was designed to support a key action pathway identified in the District’s Climate Leadership Plan of converting 100% of oil heated homes in our community to electric air source heat pumps by 2030.
The District has retained City Green Solutions to assist with administering this pilot program. The consultant group has experience in implementing similar programs and has knowledge on current rebates and working with home energy advisers and contractors. City Green Solutions will help inform homeowners of the program’s requirements and answer questions throughout the process.
