JOB OVERVIEW
Reporting to the Chief Administrative Officer (CAO), the Business Analyst provides advanced analytical, administrative, and coordination to support the District’s Integrated Planning and Reporting (IP&R) Framework. The position leads departmental service reviews, business process mapping, and organizational performance analysis to support evidence-based decision-making and ensure alignment between Council’s strategic direction, service delivery and resourcing. The Business Analyst plays a central role in preparing the organization and incoming Council for the next planning cycle and ensuring consistency across corporate planning processes.
The incumbent applies a high degree of professional judgement, discretion, and independence in collecting and interpreting sensitive operational data, preparing technical documentation, and supporting Council and the leadership team to support decision making. The position handles confidential information related to staffing, service performance, organizational risks, and strategic planning.
The ideal candidate will possess:
• A Diploma or degree in Public Administration, Business Administration, Data Analytics, Planning, or a related field and a minimum of three (3) years of progressively responsible experience in a municipal or public-sector environment, including work in analysis, process improvement, performance measurement, or strategic/operational planning.
• Experience conducting business process mapping and/or service reviews.
• Knowledge of municipal operations, Council processes, strategic planning, budgeting, and relevant legislation.

The hourly pay rate for this Temporary regular, full-time 7 hour per day, generally Monday to Friday position is $43.94-47.53 (2026 rates). Nature and Scope of Work
Corporate Planning & Analysis
• Leads the development and application of standardized tools for departmental service reviews, including Department Service Profiles, baseline metrics, and performance indicators.
• Collects, validates, and analyzes operational, financial, and staffing data across all departments and prepares consolidated findings for senior leadership and Council.
• Supports the development and maintenance of the Strategic Implementation Plan (SIP) and Strategic Workforce Plan (SWP) by synthesizing service review results, capacity assessments, and operational trends.
• Works collaboratively with Directors, Managers, and staff to support the development of integrated plans and reporting dashboards.
• Coordinates interviews, workshops, meetings, and technical sessions with staff, external interest holders, and project teams as part of service reviews.
• Conducts research on municipal best practices, benchmarking, performance measurement frameworks, and organizational design.
Business Process Improvement
• Organizes and conducts business process mapping for priority services, including organizational processes, workflows, and internal review functions.
• Identifies process gaps, inefficiencies, bottlenecks, and risks and recommends improvements that align with best practices and organizational policies and practices.
• Supports improved customer experience by identifying service gaps, documenting workflow issues, and recommending solutions that enhance transparency, efficiency, and accessibility.
• Develops draft procedures, templates, and workflows for review by Directors and Managers.
• Ensures consistency and quality control across all departmental documentation, analysis, and recommendations.
Council & Senior Leadership Support
• Prepares briefing notes, draft reports, presentations, and background materials for Council and senior leadership, ensuring clarity, accuracy, and alignment with Council’s priorities.
• Interprets Community Satisfaction Survey results and prepares materials for strategic planning workshops.
• Supports Council orientation and transition activities related to service levels, capacity, and organizational performance.
Other Related Duties
• Supports corporate initiatives related to organizational effectiveness, continuous improvement, and policy development;
• Follows all corporate policies and processes;
• Participates in emergency duties in the event of an emergency or disaster; and,
• Performs other related duties as required.
Knowledge, Skills and Abilities
• Excellent customer service skills with the ability to develop and maintain effective working relationships.
• Comprehensive knowledge of analyzing, developing and improving processes and procedures and change management practices and principles.
• Strong analytical skills with the ability to interpret complex information and develop clear recommendations.
• Excellent written and verbal communication skills, including the ability to draft reports and present findings to senior leadership and Council.
• Strong working knowledge of software and office technology such as Microsoft Office including SharePoint, spreadsheet modeling, data visualization tools, and process mapping software.
• Ability to facilitate meetings, workshops, and staff engagement sessions.
• Understanding of municipal governance, organizational effectiveness, and continuous improvement methodologies (e.g., Lean, process redesign, performance frameworks).
• Ability to work independently with minimal supervision, take initiative and multi-task to achieve work deadlines and deliverables.
• Ability to set priorities, meet deadlines and work under pressure.
• Strong interpersonal skills with the ability to work collaboratively across departments and build effective working relationships.

Requirements

Hours of Work
• This role is required to work outside of regular work hours, as operationally needed, to attend and support Council meetings and public engagement events. Hours of work maybe from 8:00 am to 10:00 pm as required.
