2019 Fee Update and Feedback Opportunity

The District is considering consolidating and updating user fees in 2019. Fees are currently listed in many different bylaws, several of which have not been updated for some time. This review consolidates all fees into a single bylaw organized in nine sections for easy reference and updates.

The fees are funded by those whom benefit from the service: the general public, an individual, or both.

Some fees are unchanged, some have been reduced or streamlined, and some have been increased to make them current after many years of no change.

Summary of District fees for 2019 (Full Report) 

General Administrative Fees (Fully funded by user)

  • Fee structure is streamlined. Revenues not expected to change significantly.
  • Photocopy charges reorganized.
  • Research and copy time established.
  • Updated and added fees.

Parks, Playgrounds and Facility Rentals (Mostly funded by property taxes, minimal fees for user)

  • Fee structure is streamlined. Revenues not expected to change significantly.
  • Reduced fees for youth.
  • Maintained discounted fee where group is a significant community contributor.
  • Updated fees, including tennis, to be within regional range.

Public Safety Fees (Mostly funded by taxes, minimal fees for user) Criminal record checks, wood stove permits, fireworks permits, film production permits and others. 

  • Streamlined and adjusted some fees. Revenues not expected to change significantly.

Transportation Charges (Primarily funded by user, partially by taxes) Commercial sign, towing, hauling fees.

  • Streamline and adjust fees to match with local towing charges.

Environmental Charges (Mostly funded by taxes, minimal fees for user) Tree cutting, erosion district and soil deposit permits and fees.

  • No change to existing fees, pending further review.

Development Approvals and Building Permits (Primarily funded by user, partially by taxes)  

  • Development permit fees updated to reflect the current cost to process applications and to recover 67% of cost to District from the applicant (consistent with new cost recovery standard and local practice).
  • Fee revenues will increase on a phased basis over time.
  • Building and plumbing permits remain relatively unchanged.

Animal Control Licences and fees (Primarily funded by user, partially by taxes)

  • No change in Dog licence fees, which were updated in 2018.
  • Impound fees updated for consistency with CRD

Business Licensing (Primarily funded by user, partially by taxes)

  • No change in fee or licence structure.

Utility Charges (Fully funded by user)

  • No change in rates. Council has already approved rates for 2019.
