JOB OVERVIEW

Reporting to the Deputy Director Finance Strategic Capital Planning and Project Director, the Project Manager is a key contributor to the District’s Civic Facilities Redevelopment Program. The Project Manager leads and manages multi-year initiatives and projects from initiation to completion resulting in operational readiness and ensuring that they are delivered on time, within scope, and on budget.

The ideal candidate will possess or be:
•    Bachelor’s degree in Business Administration, Engineering, Architecture, Construction Management, or a related field and five (5) years experience in managing complex capital projects and/or programs, preferably within a municipal or public sector environment. Experience must include direct involvement in management of construction phases. An equivalent combination of education and experience may be considered. 
•    Project Management Professional (PMP) certificate is required.
•    Comprehensive knowledge of established project management methodologies, including the Project Management Body of Knowledge (PMBoK).
•    Proven experience in managing large scale construction projects from start to finish, including initiating, planning, executing, monitoring and controlling, and closing.•    Proficiency in project management software (i.e., MS Project). 
•    Experience with high level budgeting, resource allocation, and risk management. 
•    Ability to focus on achieving long-term project success while managing day-to-day tasks and activities. 
•    Ability to manage, track and record project details while maintaining focus on the bigger picture. 
•    Ability to anticipate potential issues and address them before they impact the project. 
•    Capable of adjusting to changing project needs, priorities, and circumstances.
•    Ability to manage interest holder expectations and navigate conflicts or issues diplomatically. 
•    Ability to demonstrate strong political acumen and discretion in navigating complex organizational dynamics, maintaining confidentiality, and coordinating sensitive communications and information.  
•    Proven ability to operate in complex, politically sensitive environments involving Council, senior leadership, and the public. 
•    Strong interpersonal writing and oral communications skills with an excellent ability to build relationships with colleagues, customers, elected officials, vendors and contractors.  
•    Ability to work positively toward advancing First Nations relations and awareness of federal, provincial and municipal initiatives advancing Truth and Reconciliation.  
•    Knowledge of and ability to be a leader on WorkSafe BC regulations and responsibilities. 
•    Knowledge of federal and provincial building codes, ASHRAE, and MasterFormat are an asset.
•    Strong decision-making, problem-solving, and analytical abilities, exercising sound judgment under pressure and in complex situations.
•    Working knowledge of the Community Charter, Local Government Act and other related legislation as applicable to this role. 
•    Ability to identify, lead and participate in initiatives to implement process improvements and stay up to date on industry trends and best practices to increase efficiency and effectiveness.

The annual pay rate for this Temporary (3 Year Term) full time (7 hours per day), Monday to Friday position is $125,960-$137,640 (2026 rates). ROLE SUMMARY
Reporting to the Deputy Director Finance Strategic Capital Planning and Project Director, the Project Manager is a key contributor to the District’s Civic Facilities Redevelopment Program. The Project Manager leads and manages multi-year initiatives and projects from initiation to completion resulting in operational readiness and ensuring that they are delivered on time, within scope, and on budget. 
 

MAJOR ACCOUNTABILITIES
Project Management
•    Develop comprehensive project plans that define the scope, objectives, deliverables, budget and cost management, schedule, timelines, and resources required. 
•    Work closely with interest holders to align project goals and outcomes with business objectives.
•    Support program-level planning across multiple projects including sequencing, interdependencies, and alignment with Council direction, financial strategies, and operational needs.
•    Develop, coordinate and monitor project timelines, ensuring key milestones and deadlines are met, adjusting schedules as needed to accommodate changes ensuring the project’s critical path. 
•    Prepare regular project status reports, clearly communicating triple constraints including progress, issues, and risks to leadership and other interest holders. 
•    Develop and maintain sufficient project documentation for auditing and to ensure transparency and accountability when reporting to Council and executive leadership. 
•    Coordinate project requirements with internal departments and external interest holders across multiple phases of the projects.
•    Coordinate with contractors, consultants, construction managers, and suppliers to ensure compliance with projects’ specifications and deadlines and provide work direction as needed.
•    Lead lessons learned assessments identifying positive and negative impacts to the projects during their full lifecycle. 
•    Ensure that all project deliverables are submitted to relevant teams, and complete final project documentation during project’s close out.
•    Support commissioning, transition to operations, and facility occupancy readiness.


Communication/strategic
•    Lead cross-functional project teams, ensuring clear roles and responsibilities are established.
•    Foster a collaborative and motivated team environment to meet project goals.
•    Serve as point of contact for interest holders and provide regular updates on project progress, risks, issues, and changes to ensure that expectations are managed and that interest holders are kept informed throughout the project lifecycle. 
•    Prepare materials and briefings for senior leadership and Council related to civic facilities redevelopment.

Financial and Risk Management
•    Manage project budgets, allocate resources, and track expenditures to ensure the project remains within financial constraints. 
•    Optimize resource utilization to ensure efficiency. 
•    Support capital budget development, cost tracking, and financial reporting related to large-scale civic infrastructure projects. 
•    Identify, assess, and mitigate project risks and issues, developing management and contingency plans and working proactively with the project team to address risk and issues as they arise.  

Quality Control and Change Management
•    Develop and implement change management plans to manage changes to the project scope, schedule, budget, and quality requirements. 
•    Evaluate and approve changes within established approval thresholds, ensuring that they are properly documented and communicated to the project team, interest holders, executive leadership, and Council, including management of change orders and scope adjustments during construction, and escalating as appropriate.
•    Ensure that all project deliverables meet the required quality standards and align with project scope and objectives, and business requirements. 
•    Prepare and implement quality assurance planning and processes to minimize errors and rework. 
•    Monitor drawings, specifications, and standards quality and compliance in coordination with consultants during all project construction phases. 
•    Monitor contractor and vendor performance against KPIs, procurement standards, and contractual terms to ensure adherence to quality, safety, and regulatory standards.

Other
•    Coordinate with District staff that have key impacts on delivering project accountabilities;
•    Participates actively as a member of the management team to achieve Integrated District Plan; 
•    Participates in emergency duties in the event of an emergency or disaster; 
•    Follows all corporate policies and processes; and,
•    Performs other related duties as required.

Hours of Work: The typical work week is 35 hours and will include evenings and weekends as operationally needed. This role will attend Council meetings and public engagement events which are outside of the typical work week.
