The CRD is considering partnering with the District of Central Saanich on a recreation facility, in alignment with recent analysis and planning done by the CRD’s Peninsula Recreation Commission.
In July 2026, the Districts of Central Saanich and North Saanich, and the Town of Sidney will consider a new bylaw to borrow a maximum of $9.114 million. Consent of all three Councils to borrow funds for the project is required.
About the proposed facility:
- A ground-level location at 1882 Hovey Road as part of the Central Saanich Municipal Facility (construction to begin late 2026).
- The 7,500 sf facility’s proposed amenities include flexible spaces for:
A weight room to support fitness, wellness and rehabilitation
Flexible multipurpose spaces to support group fitness programs, community gatherings, camps, recreation programs and licensed after-school care.
Dedicated space for pottery, arts and cultural programming
Washrooms and change rooms
Staff offices and reception area
- The location across from Centennial Park would enable programming at the park to link to the recreation spaces for priorities such as childcare and summer camps.
- Land provided to the CRD by the District of Central Saanich at no cost
- The project budget for the facility is a maximum of $10.114 million (borrowing of $9.114 million and $1 million from CRD reserves)
Background
- A previous CRD borrowing bylaw for $14.2 million for the construction of a proposed 10,000 sf facility did not receive unanimous municipal consent. The CRD Board has advanced a new bylaw that reflects a reduced project scope and budget for the facility.
