Utility bill delivery and payment options update

We’ve heard from some residents who did not receive their most recent 2026 utility bill by mail and missed the early bird 10% discount deadline. While we have not yet pinpointed the cause, we are not able to confirm that all bills were sent out. 
To ensure every account holder receives their utility bill, we will reprint and mail all bills. 

What this means for customers 

Payment deadlines have been extended to Friday, May 29, 2026. 
The early payment discount will also be extended to May 29, 2026. 
For those who have paid the full amount, a credit will be issued on their account.  

Avoid Mail Delays: Go Paperless or Set Up Automatic Payments 

We encourage residents to consider one of the following secure and convenient options, particularly as mail delivery has been recently impacted by strikes. 

Sign up for e‑billing 
Receive your utility bills — and the Community Focus newsletter — electronically. 

  1. Visit csonline.ca and log in (or create an account). 
  2. Select Register Accounts from the menu, then choose Utility. 
  3. Enter your account number and access code (found on your bill or available by calling 250‑544‑4206). 
  4. Check the box next to Utility Bill. 
  5. Return to Accounts, check Email next to Utility Bill, and save. 
    You’ll receive all future utility bills electronically — and help reduce paper waste and cost. 

Pre‑authorized withdrawal 
Have your utility payment automatically withdrawn from your bank account on the due date. This helps ensure payments are made on time and avoids late fees or missed discounts. 
Both options are secure, convenient, and reliable, and help prevent future delivery disruptions.
