Is your house heated by fossil fuel?

You may be eligible for 0% interest financing to replace your fossil fuel air space heating system with an electric heat pump.

This program enables Central Saanich homeowners to fund up to $12,000 of the cost of getting off fossil fuel heating through an interest-free loan, repaid on property tax bills over 10 years. Plus, you can take advantage of other subsidies and rebates!

Getting started

  1. Understand the program. Carefully review the Program's Terms and Conditions to check your eligibility.
  2. Confirm availability. There are limited spaces in this program! Email us or call to make sure there is space.
  3. Fill in registration. Complete the 2026 Registration Form.
  4. Submit your registration. Use the secure portal. Successful registrants will receive notice of pre-approval from the program administrator.

Eligibility requirements

  • The property must be within the municipal boundaries of the District of Central Saanich.
  • Property must be an eligible home type and must be primarily heated by an oil, propane or natural gas furnace or boiler. The replacement of broken heating equipment is not eligible for this program.
  • Your property tax status must be in good standing.
  • You must apply to the program and sign a financing agreement before starting any work.
  • Homeowners must complete a pre-upgrade EnerGuide evaluation. Before booking, contact us about saving money through the District's subsidy program. Or, if you have received an evaluation recently, please let us know.
  • Quotes must be from contractors on the Registered Contractors List.

Get the EnerGuide Home Evaluation Subsidy

Approved program applicants can get substantial savings on an EnerGuide home energy evaluation (a program requirement). These evaluations are booked with a District-approved Energy Advisor: 

  • EnerGuide pre-retrofit evaluation: $99 + tax (save over $400!)
  • EnerGuide post-retrofit evaluation: $50 + tax (save over $200!)

Combine with rebates
